The master thesis deals with the frames that are linked to the stance of Germany, Austria and the Czech Republic towards the Western Balkan enlargement of the EU. Through these found frames, characteristics of the international discourse could be analyzed. It finds theoretical basics in the social constructivism theory, as well as sociological institutionalism, that describe formation of the reality through subjective factors and impact of the institutions on agents and vice versa. Special focus is given to the identification of the way of the formation of national identity and related interests of the state. It is summarized that all of the selected countries manifest the support of the accession of Western Balkan countries to the EU in different ways, with similarities, that can be unified under common contextual frameworks.

The thesis will focus on the enlargement of the EU to the Western Balkan countries from the perspective of three Member States, namely Germany, Austria and the Czech Republic. How do their interests and motivations differ? Do they keep repeating the same phrases or are the underpinnings of their attitudes towards Western Balkan enlargement evolving dynamically? It can be assumed that the position of Austria, which joined the EU as part of the so-called fourth enlargement in 1995, is strongly influenced by its historical ties to the Western Balkan states and, as the largest investor there, supports the accession talks of the named states. The Czech Republic, which joined nine years later, is one of the members of the V4 grouping that supports enlargement and tries to mediate between the Western Balkan countries and the EU. Germany is also actively involved in promoting access, but could it be influenced by the attitude of France, which is often negative on the question of access for specific states? The theoretical basis of the thesis will be provided by framing theory, as the most appropriate way to portray the differences between European states and their motives in relation to the Balkan countries, underpinned by social constructivism and sociological institutionalism. The thesis will emerge from the identification and analysis of interpretive and contextual frameworks.
