Tato rigorózní práce se zabývá procesem deinstitucionalizace pobytových sociálních služeb. K nastartování celého přechodu k jinému typu sociálních služeb došlo v České republice až v roce 2006, a to přijetím Zákona o sociálních službách, i když ve světě již probíhal mnohem dříve. Přestože náklady na tuto pomoc jsou mnohem větší než je klasický institucionální model péče, směřuje to k tomu, aby klienti mohli žít ve své vlastní komunitě a s podporou jejich nezávislosti na okolí.
První část je věnována historiografickému vývoji sociální péče u nás a postupně přechází k rozboru procesu transformace sociálních služeb i s tím, jaká rizika a výhody může deinstitucionalizace pro uživatele přinést, a to nejen u nás, ale i ve Slovenské republice.
Další část je věnována otázce, jestli je transformace sociálních služeb tak, jak je nastavena, pro klienty přínosem a zda je skutečně zaměřena na pomoc a podporu lidem s postižením.
Z dotazníkového šetření, z rozhovorů s uživateli i ředitelem jednoho z Domovů vyplynulo, že provoz sociálních služeb podle systému deinstitucionalizace znamená orientaci na člověka, na potřeby uživatele a jeho sociálního začleňování. Dle výsledků šetření mohou žít uživatelé mimo instituci spokojeně, pokud jim stát a společnost pro to dokáže vytvářet vhodné podmínky.
V závěru práce jsou popsány doporučení pro praxi, kterým by bylo vhodné se při implementaci deinstitucionalizace i nadále věnovat, přestože se zdá, že je v současné době systém již dobře nastaven, řádně probíhá a je společností přijímán.
Anotace v angličtině
This thesis deals with the process of deinstitutionalisation of residential social services. The whole transition to a different type of social services started in the Czech Republic only in 2006, with the adoption of the Social Services Act, even though it had been happening much earlier in the other countries. Although the costs of this type of assistance are much higher than the classic institutional model of care, it aims to enable clients to live in their own community and with the support of their independence from their surroundings.
The first part of my thesis deals with historiographical development of social care in our country and gradually moves to an analysis of the process of transformation of social services, including the risks and benefits that deinstitutionalisation can bring for users, not only in our country, but also in the Slovak Republic.
The following part aims to explain the question of whether the transformation of social services as i tis set up is beneficial for clients and whether it is really aimed at helping and supporting people with disabilities.
From the questionnaire survey, from the interviews with the users and the director of one of the Homes, it emerged that the operation of social services according to the system of deinstitutionalisation means orientation towards the person, the needs of the user and his social inclusion. According to the results of the survey, users can live happily outside the institution if the state authorities and society can create suitable conditions for them.
At the end of the thesis, recommendations for practice are described, which would be appropriate to continue to pay attention to during the process of implementation of deinstitutionalisation, even though it seems that the system is currently well set up, runs properly and is accepted by society.
