The Europeanisation of Ukraine's energy sector between 2014 and 2023 is a process in which Ukraine is making increasing commitments to align its energy sector with EU regulations. The study examines the extent and ways in which the Europeanisation of Ukraine's energy sector has progressed, as well as the challenges Ukraine faces in this process.
The research draws on a literature review that highlights the importance of the principle of conditionality in supporting the Europeanisation of the Ukrainian energy sector. The study also examines the impact of the war in Ukraine on the country's energy sector, which significantly affected Ukraine's energy relations with Russia and led to the loss of some energy assets in the occupied territories. The conclusions of the study show that Ukraine has made significant progress in bringing its energy sector into line with EU regulations, and the European Commission assesses Ukraine's progress in implementing energy reforms as a good level of preparation. Ukraine has also met all technical requirements and is now an important part of the European energy system with the potential to become a green energy hub in Europe.
However, Ukraine still faces challenges in aligning its energy sector with EU rules, including achieving fully transparent energy markets, exiting household subsidies and removing the role of the state in the energy sector.
