The master's thesis titled European Union - Westminster or Consensual Model of Democracy? focuses on the analysis of the current model of democracy in the European Union. The thesis is divided into three main chapters: the first chapter discusses the theoretical definitions of the models of democracy (consociational, Westminster and consensus models) by the Dutch political scientist Arend Lijphart and his current application of the consensus model of democracy to the European Union. The diploma thesis builds on the available sources and literature with the aim of introducing and analyzing the model of democracy of the European Union using the method of qualitative research in combination with content analysis for the effectiveness of research work. The time range of the thesis is from 2009, when the Treaty of Lisbon entered into force on 1 December, to the last European Parliament elections in 2019. The milestone in the form of the Treaty of Lisbon was chosen because it captures the latest current form of law, institutions and policies in the European Union. As part of the analysis of the party system, the author will exceptionally start from the elections to the European Parliament in 2004 in order to achieve a higher representative sample, since this year saw the largest enlargement of the European Union together with the Czech Republic so far.
The diploma thesis will contain an introduction where the author demonstrates the necessity of the topic, its previous research and formulates a research question and hypothesis. Furthermore, the thesis will contain, in addition to the introduction and conclusion, three main chapters, which will be further divided into subchapters. In the first chapter, the author looks at democracy from a broader point of view, theoretically defining the consensual, Westminster and consociational model of democracy and the current application of models of democracy to the European Union. In the second and third chapters, the author uses a case study where he applies the political system of the European Union to the theoretical definition of Lijphart's models of democracy. In these parts, it will be confirmed or refuted that the political system is moving towards a consensual model of democracy. In the conclusion, the author evaluates whether he managed to answer the research question.
To complete the objective, the author of the text set himself a research question: ''Does the European Union correspond more to the consensual or Westminster model of democracy?''
