Informace o kvalifikační práci Policies and Practices in the United States and France: incorporating the Cubans in Miami and the Maghrebis in Marseille
Why has the assimilation of Maghrebis and Cubans been so contentious in France and the United States? How have policy-makers and local institutions treated the assimilation of those two migrant groups? This study compares policies and practices of two countries in terms of assimilation and more specifically in the educational environment. As such, it contributes to the comparative studies done on immigration and integration policies. Through an analysis of official government documents of the second half of the twentieth century, the present thesis examines and compares how policy-makers and institutions, through language and bilingual programs, dealt with the assimilation of the Maghrebis and the Cubans. The findings of the thesis specify that France and the United States have different approaches to assimilation but that they have set up programs that look at facilitating the host-country-language acquisition in order. I conclude that the study finds out that the national and local level complement each other as a way to reinforce the assimilation of both migrant groups.

Every human being has the right to leave a country, including its own, and to eventually come back. Today, international migration has become a global phenomenon that keeps growing in complexity and impact and that has made it a priority for the international community. Migration can be a positive force for development when supported by the right set of policies. Both France and the United States have had different approaches to immigration and have viewed their policies change during the past decade. But the diverse flows of migrants that have arrived to Miami and Marseille have had to adapt to a new life. In order to understand how migrants have assimilated, we will have to look closer at what policies have been put into place by policy-makers, organizations, or religious entities. This thesis aims at analyzing the role of those public policies as a way for migrants to incorporate in Marseille and Miami.
Miami today is a majority Latino city with about 70% of the total population being Hispanic. On the other hand, Maghrebis in the city of Marseille account for about only 7% of the total population. Although the difference between majority and minority is striking here, both places have to face an important segregation issue (housing and education being the most recurring subjects) and the matter has been dealt with very distinctively by different actors. The assimilation of migrants into a new society is a tremendously long process. But what sort of public policies are the key to their well integration? Is it smaller policies driven by NGOs, non-profits, churches or is it national public policies? A comparative study on policies enforced by both France and the United States needs to be done in order to answer the following question: how have small public policies helped migrants incorporate in Marseille and Miami?
This research strikes at analyzing how smaller public policies have been able to help in the assimilation or citizenization process of migrants as a way to think in their incorporation. The research stands out as it compares two different models, not trying to conclude that one is better than the other, but to seek and understand the existing gaps, issues and needs in order to reach the best incorporation of migrants in both places. The results of this research would showcase the existing breaches in public policies in both countries by emphasizing the outcome of those policies on two distinct populations.
