Course content
Themes of lectures and following seminars: 1. Definition of the trade administration Trade administration in the public administration system Legal regulation of trade administration (a historical development of trades regulation in the Czech Republic, current legal regulation of trades) 2. The concept of trades, conditions for trades operation The concept and characteristics of the trades (positive definition of trades, negative definition of trades) types of trades Entities authorized to trades operation (the institute of the responsible representative) Terms of trades operation (general conditions, special conditions) Barriers to trades operation 3. Trade license Trade license Trade license formation (trade license for the reporting trades, trade license for licensed trades) Trade license change Interruption and suspension of trades operation Termination and cancellation of trade license 4. Organisation of trade administration Trade License Offices as key actors of trade administration Trade Register Special functions of Trade License Offices (Central registration point, Single contact point, the Consumer Ombudsman) Czech POINT Other entities (Chamber of Commerce, trades communities) 5. Trades control Control and supervision activities of Trade License Offices 6. Administrative offences in the field of trades and related proceedings Administrative offenses (minor and other administrative offenses) and related proceedings

Learning outcomes
The course aims to provide students with detailed information about the organization and execution of public administration in the field of trades in the Czech Republic. Graduates of the course will master the basics of regulation all the relevant institutes in the area of trade administration under the relevant legislation, in particular by Constitutional Act no. 2/1993 Coll., Charter of Fundamental Rights and Freedoms, and by Act no. 455/1991 Coll., on Trades and Act no. 570/1991 Coll., on Trade licensing offices and under subsequent legislation.
After completing the course, students should: have knowledge about the contents of the relevant trade administration legislation be able to apply the provisions of the relevant legislation governing trade administration in real situations have knowledge of relevant recent of the Supreme Administrative Court case-law issued in the field of trade administration be able to present submissions of right content to the Trade License Offices

To register this course are not set up any specific prerequisites.

Assessment methods and criteria
Oral exam, Written exam

PC skills, ability to find relevant legislation in the Collection of Laws of the Czech Republic and case-law in the Supreme Administrative Court Collection published in a manner allowing remote access. For completion of the course is necessary active participation in seminars to the extent determined by lecturer.
