Course content
|
1. Characteristics of territorial self-government in the Czech Republic, public corporations, constitutional and legal definition. 2. The base of the municipality and the regions personal, local, economic and legal. 3. Standardization of municipalities and regions, participation of citizens in local and regional administration. 4. Municipality as a basic territorial self-governing unit (types, scope, authorities, local referendum). 5. Region as a higher territorial self-governing unit (competence, authorities, regional referendum). 6. Supervision of the performance of independent and delegated powers of municipalities and regions. The seminars will be focused both on the acquisition of theoretical knowledge from lectures and on practical skills, ie on the ability of students to work with legal regulations, relevant case law, or literature, in the form of solutions of various types exercises, examples or case studies. Upon completion of the course, students will acquire knowledge of basic concepts and institutes of local and regional administration. Student thanks practically led seminar lessons will acquire knowledge and skills to be in the position of an administrative body theoretical and practical knowledge needed for decision-making in public administration.

Learning outcomes
|
The subject Public Law focuses on the issue of public administration performance by public corporations - municipalities and region. Attention is therefore paid to individual types of territorial public corporations, with a focus on performance local and regional government. Particular attention is paid to surveillance issues over the performance of independent and delegated powers of municipalities and regions. At the same time, the course also focuses on the issue of organs municipalities and regions, scope and standardization. The interpretation is based not only on the legislation of the Czech Republic but also on the relevant case law and the interpretation of administrative doctrine.

Written form of continuous verification of learning outcomes: theoretical verificationknowledge of the student in the form of continuous theoretical tests, ability verificationpractical application of acquired knowledge in the form of a written task.Furthermore, compulsory attendance at seminar lessons to the extent appropriaterequirements arising from UP's internal regulations.Final verification of knowledge of the subject matter in the form of oral exam.
