Learning outcomes
Free extension of the compulsory optional subject Customs and Customs I in the summer semester focused on international customs cooperation and the activities of the Czech Customs Administration resulting from international conventions. The aim is to show the breadth of the issue affecting the performance of customs in the areas of combating international smuggling, in particular the fight against narcotic and psychotropic substances, the illicit trafficking of military material, the illicit trade in protected animal and plant species, the fight against the deterioration of rights and the protection of industrial property, and against the smuggling of cultural goods, the fight against counterfeiting of goods. To this end, an important factor in international cooperation between national customs administrations within the World Customs Organization (WCO) is highlighted. The organization of international cooperation in preventing, investigating and suppressing customs offenses under mutual administrative assistance is clarified. From the point of view of uniform effective customs control, the essence of the system of uniform description and numbering of goods by the nomenclatures of the Harmonized System is emphasized. International measures enabling effective customs control in the international transport of goods within the framework of international CMR treaties, International transport of goods on the TIR carnet are also clarified. International Temporary Use System for ATA Carnets. The international system of origin certification - the REX system - is analyzed.
Students attending this course will understand the broader context of the activities of customs authorities in the framework of international cooperation of customs administrations in the implementation of international conventions to which it is a member of the EU, both in the international fight against smuggling and international protection of the cultural heritage of mankind throughout the world. In addition to theoretical knowledge, students will get practical experience of international recognition of customs, shipping and transport documents and international certificates of origin, including their special use, processing and filling.
