Course content
Lecture Topics: 1. Introduction to public procurement and its basic concepts 2. The content and scope of procurement directives 3. Tendering procedures 4. Concession contracts 5. Awarding contracts in public transportation services 6. Review procedures Seminar topics: 1. Basic terms and concepts of public procurement 2. Identifying the scope of procurement directives in practice 3. Different tendering procedures and the conditions of their applicability 4. Differences between tendering and concession contracts 5. Tendering procedures in public transportation services 6. Case-law of supervisory authorities

Learning outcomes
The aim of the course is to acquaint the students with regulation of public procurement on EU level and its implementation in national legal order. Students will also study and discuss relevant jurisprudence. Basic concepts and their interrelations will be thoroughly discussed, followed by detailed discussion of procurement directives, individual tendering procedures and their administrative and judicial review. Concession contracts and awarding contracts in public transportation services will also be covered. Whereas lectures will be dedicated to systemisations of the themes, seminar tuition will cover work on assigned tasks, analysis of the ECJ case-law and decisions of European Commission and national authorities in public procurement area.
Students who will have completed this course will gain the knowledge necessary to understand the main principles the EU public procurement law and its implementation on national level, taking into account the specific situation in the Czech Republic.

Completion of this course is not conditional upon completion of other courses.

Assessment methods and criteria
Written exam

It is essential that those students who would like to get the credit must have an active attendance within the scope set by the seminar teacher and they also must succeed in the written test.
