Course content
Lecture Topics: European law, EC law, EU law, acquis communautaire. Creation of the European Union. Treaty of Maastricht, Treaty of Amsterdam, Treaty of Nice. Supranational character of the ES/EU European parliament and law-making procedures. European commission, Council of the EU, ECJ, composition, competences and powers Sources of EC/EU law Primacy of EC law, direct effect, direct applicability of EC law Indirect effect of EU law, special effects of EC directives, state responsibility for the breach of EC law European judicial system Role of national courts in the process of enforcing of EC law External relations of the EU Charter of fundamental rights of the EU Lisbon treaty - new constitutional developments Seminar Topics: Primacy of EC law Direct effect of EC law Indirect effect of EU law and exclusionary effect of the directives State responsibility for the breach of EC law European judicial system, types of actions, EU external relations

Learning outcomes
Aim of the course is to provide students with the EC/EU law as the autonomous legal system, which albeit it has its roots within the international law, actually cross over this basis and has wide consequences and interfere into the national law of the Member states. It has special, autonomous and supranational character which shall be considered also during the teaching process. The outline of the course contents main questions of the EU Law, its character, application, law-making process, relation and tension between the EU law and national law of member states, the institutional basis of the EU and the composition, tasks and powers of several bodies. Important part of the course is focused on the question of constitutionalisation of the EU and changes brought by Lisbon treaty. The subject innovation has been supported by the project Support of Interdisciplinary studies and Study Programmes Innovations at Palacký University in Olomouc, CZ.1.07/2.2.00/28.0091.
Students who have completed this course will gain the knowledge necessary to understand the main principles of the EU functioning and the interference of the EC/EU law within the national law. Gained skills will be useful for correct application of the European law during their legal practice.
Prerequisites
Completion of this course is not conditional upon completion of some other courses.

Assessment methods and criteria
Seminar Work

It is essential that those students who would like to get the credit must have attendance within the scope set by the seminar teacher and they also must succeed in the written test. The student is required to work with the learning objects, which have been created for the concrete subject and are available for authorized students in LMS EDIS.
