Course content
|
1. The economic balance of the Czech Republic?s membership in the EU. Is it worth being in the EU ?just? from a financial perspective? 2. EU funds: benefits and limits. Structural funds, EU cohesion policy, impacts in Czech regions: centre vs. periphery, uneven effects. 3. A Czech company in the European context. Distribution of profits between parent and subsidiary companies, regulations on social insurance contributions, royalties and interest payments. The reality of a business corporation reflected in the balance sheet. 4. Trends in the EU labour market. Market failures in labour mobility, exploitation as a criminal offence. Free movement of workers, migration, wage convergence, minimum wage. 5. An employee in the European context. Simultaneous employment in multiple EU countries, posting of workers to another EU Member State, simultaneous employment and other self-employed activity (entrepreneurship). 6. Market failures and reasons for EU regulation. The Coase Theorem and transaction costs in the European context. Emission limits, regulation of food prices across EU countries. 7. Trends in the shadow economy in the Czech Republic according to EU analyses. Development and possible solutions. 8. EU regulation and compliance costs. Harmonisation of standards, administrative burden, the impact of General Data Protection Regulation (GDPR) on small firms, and effects on the real estate market. 9. Counterproductive effects of regulation. When regulation stops working: warning overload, moral hazard, excessive consumer litigation, employment of persons with disabilities. 10. Instruments of EU regulation: prohibitions, mandates, prices, quotas, licences. Regulation of professions, accommodation services, and taxi services. 11. Examples of economic impacts of EU regulation in the Czech Republic. Healthcare, education, environment, banking, consumer credit, social services, hygiene standards, and employment of persons with disabilities. 12. Scenarios for future development. Brexit, the euro, and the EU budget. Models of the impact of adopting the euro on the Czech economy. Economic consequences of leaving the EU.

Learning outcomes
|
The aim of the course is to provide students with a practically oriented understanding of the economic impacts of the Czech Republic?s membership in the European Union in the context of European integration, regulation, and the functioning of the EU internal market. The course focuses on the analysis of specific economic situations and decisions that arise from the application of EU policies and legal rules. The course emphasizes a critical assessment of both the economic benefits and the costs of EU membership, going beyond the mere use of aggregated data. Students develop the ability to evaluate economic arguments, assess the effectiveness of public policies, and identify both the intended and unintended effects of regulation. Teaching is conducted primarily through discussions, case studies, and simulations (role-play) based on real-world situations in public administration, business, and labour relations within the EU.
The course develops critical and analytical thinking without adopting a priori positions ?for? or ?against? the EU. Students will learn to think about the Czech Republic?s role in the EU in economic terms and will gain an understanding of selected concepts from the economic analysis of law, such as transaction costs, moral hazard, and counterproductive regulation. They will also develop the ability to formulate and present their own positions.

Student performance
The course requires active participation in discussions and the analysis of real legal-economic situations, as well as presentations on selected topics.
