Course content
1. Introduction 2. The operation of rescue services in the Czech Republic - after 1997 3. Crisis management 4. Learning outcomes
The main aim of the course is for students to gain awareness of population protection in cities and municipalities. The main tasks of population protection will be discussed. We will focus on selected natural phenomena in the local or regional scale. Much attention will be paid to the impact of extreme phenomena on human life and activities (agriculture, industry, transport) and possible measures to reduce them.
1. Analytical and Planning Abilities - identification and analysis of risks in the area - creation and revision of crisis documentation - working with geographic data 2. Managerial and Organisational Abilities - coordination of activities in the crisis staff - planning of sheltering, evacuation, and emergency survival - prioritisation under pressure 3. Communication and Psychological Abilities - formulation of clear and non-panicking instructions for the public and media in a moment of threat - elimination of spreading panic and misinformation among citizens
Prerequisites
1. Entry knowledge - basics of public administration functioning, awareness of the Integrated Rescue System, law - ie, interpretation of laws, geographic and technical overview 2. Analytical and logical skills - sequential thinking, working with data and risk assessment, spatial imagination 3. Attitudinal and personality prerequisites - resilience to stress and pragmatism - attitude towards safety and community - team spirit and communication The most important prerequisite, however, is systemic thinking and the ability to see a municipality or city as a living organism that needs to be protected from external and internal threats.
