Course content
The subject contents basic conceptions and institutions valid in the public administration and deeper orientation in legal branches specifically administrative law and also other legal branches. The theme of interest are going to be theoretical bases as well as practical views on functioning of the public administration in the Czech republic. The lectures are going to be implemented with practical legal examples aimed at further ability of the participand to apply the appropriate legal directive to an actual situation so that mainly in the decision making process in real public administration life a presumption of qualified creation of administrative act was established of both concrete as well as normative character. Contents of the subject are going to be divided into three parts that are going to include theoretical bases, orientation in organization and functioning of public administration in the Czech republic and last but not least also legal orientation in selected sections of public administration in reality. 1. Introduction to the subject, basic conceptions and institutions, sources of legal regulations, constitutional and legtal framework of public administration in the Czech republic. 2. Public administration and administrative law, position of the administrative law in the legal framework. Norm of the administrative law, sphere of authority - relevance, personal, teritorial and chronological. 3. Public administration, sections. State administration, municipality, types of municipalities in the Czech republic. 4. Organization of the public administration in the Czech republic. 5.Municipal organization, basic features. European chart for municipal organization. 6. Municipality as the basic municipal unit. Municipality and its teritory, municipality and the citizen, municipality and its economical rules. Authorities of the municipality. 7. Independence of the municipality. Transferred sphere of action of the municipality, administrative district. 8. County as a higher municipal unit, bodies and extent of their competence. . 9. Authority to create norms at the municipal level of the public administration, generally binding public notice, regulation, legally technical rules. 10.Manifests of activities of the public administration. 11.Administrative process and public administration. Administrative procedure. Administrative sanctioning. 12.Administration law material, specific part, selected areas of legal regulation of public administration. 13.Administration law material, specific part, selected areas of legal regulation of legal administration. 14. Legal guarantees of legitimity in public administation. Public administration and European aspects and its functioning.

Learning outcomes
The aim of the education programme is to gain basic comprehensive legally determined outline of organization structure and function of public administration in the Czech republic.Knowledge and understanding of these basic features and institutions valid in the public administration is the pre-requisition of specialized orientation in the system of law of the Czech republic and in the specific legal fields that regulate the area in question.
The ability of orientation in the organization and procedures of the public administration, ability to apply actual legal regulation to an actual legal situation, ability to make decisions, ability to create norms mainly on the municipal level..

The knowledge of the social science from the secondary school.
