Course content
Topics: 1. Introduction to the course, basic concepts and institutes. Public law, private law. Public administration, private administration. Public administration, state administration, self-administration. Self-administration and its division. 2. Administrative law as an individual legal branch of our legal order, the relation of the administrative law to the other legal branches. 3. The sources of administrative law, characteristics and division. Administrative law standards, competence. Publication, validity, effect of legal orders on the regional public administration level. 4. Demonstration of the activity/operation of public administration. Administrative act and other acts of public administration resulting from administrative activity. 5. Legal basis of the organization of the public administration in the Czech Republic. 6. Local self-government, municipality. 7. Local self-government, region. 8. Local self-government, the capital city of Prague, special characteristics. 9. Lawfulness in public administration, legal guarantees of lawfulness. 10. Public administration and administrative sentencing. Administrative delinquency, concept, types. 11. Liability in public administration. 12. Ethical and moral aspects at the execution of public administration, citizens' share in the local administration.

Learning outcomes
The aim is to introduce the students to the area of public administration from the viewpoint of terminology, as well as from the viewpoint of the fundamentals of organization of public administration in the Czech Republic. This subject also deals with the demonstration of the activity of public administration. The introductory information is directed at defining basic concepts and institutes. The main goal is to understand the function of the public administration in the Czech Republic and to lay the foundations for the knowledge and further study especially for the administrative practice, including mastering personal, ethic and moral qualities necessary for public administration officials. The classes are in the form of interactive lectures. The subject innovation has been supported by the project Support of Interdisciplinary studies and Study Programmes Innovations at Palacký University in Olomouc, CZ.1.07/2.2.00/28.0091.
The students will gain knowledge necessary for understanding the operation of public administration in the Czech Republic and the knowledge which is essential for further study.
Prerequisites
Completion of this subject is not conditional upon completion of another subject.

Assessment methods and criteria
Mark

It is essential that those students who would like to get the credit must have attendance within the scope set by the seminar teacher and they also must succeed in the exam. The student is required to work with the learning objects, which have been created for the concrete subject and are available for authorized students in LMS EDIS.
