Course content
Topics: 1. Public Administration - Basic Concepts (Private and Public Administration, Public Administration Breakdown). Historical development in the Czech Republic, context. 2. Administrative law (Dualism of law, public and private law, concept of administrative law, its subject, development and system.) 3. Uncertain legal terms. Administrative discretion. Analogy in Administrative Law. 4. Sources of administrative law (hierarchy of legal regulations, basic characteristics - Constitution and constitutional laws, international treaties, EU law, laws, regulations and statutory regulations, other sources and sources of administrative law). 5. Public administration and norm-making (Public administration contribution to law-making, preparation, negotiation and approval of legislation, declaration of national and local law, validity, effectiveness). 6. Administrative act (Concept and characters, classification of administrative acts, formalities and defects of administrative acts, characteristics of administrative acts). 7. Organization of Public Administration 1 - constitutional and legal foundations of the organization of public administration. Public administration bodies. 8. Public administration organizations 2 - public administration executors (state administration executives, self-government executives, executors of so-called other public administration - basic characteristics). 9. Self-government - concept, historical development. The division of self-government. The notion of a public corporation. Basic features of territorial self-government. Basic characteristics of municipalities and regions. 10. Public service (civil service, status of local self-government officials, other legal regulations). 11. Administrative supervision - basic concepts, characteristics. 12. Reserve, possible summary and repetition of the issue.

Learning outcomes
The aim is to introduce the students to the area of public administration from the viewpoint of terminology, as well as from the viewpoint of the fundamentals of organization of public administration in the Czech Republic. This subject also deals with the demonstration of the activity of public administration. The introductory information is directed at defining basic concepts and institutes. The main goal is to understand the function of the public administration in the Czech Republic and to lay the foundations for the knowledge and further study especially for the administrative practice, including mastering personal, ethic and moral qualities necessary for public administration officials. The classes are in the form of interactive lectures.
The students will gain knowledge necessary for understanding the operation of public administration in the Czech Republic and the knowledge which is essential for further study.

Completion of this subject is not conditional upon completion of another subject.
