Course content
|
Public administration in the sector of education, brief historical excursion, sources of legal regulation, defining of basic concepts, pre-school institutions, basic schools, secondary schools, colleges, private schools, universities. Selected concepts and institutes of the educational code. Execution of the state administration in the educational sector, self-administration and education. Educational register. Educational legal entity. Accreditation. Legal position of pedagogical person in educational system. Discussion on the system and operation of the basic, secondary and higher education in the Czech Republic. Higher education institutions in the Czech Republic, public higher education institutions, private higher education institutions, state higher education institutions, creation and legal conditions for the operation of these institutions. Internal organization of higher education institutions, academic rights and freedoms, accreditation, the consent of the state, self-administration in the educational sector, higher education and the state administration. Internal legislation in the sector of higher education. Internal regulations of the Palacký University. Discussion on operation of universities, de lege ferenda deliberation.

Learning outcomes
|
This course is a supplementary, optional and technical subject whose main goal is to introduce the students to the problems of public administration in the sector of primary, secondary and tertiary education comprehensively and in a great detail. The emphasis is also put on gaining practical abilities for executing this kind of administration. The classes are in the form of practical seminars.
Students who have completed this course will gain detailed knowledge of the legal regulation of the educational sector.

Seminar Work
It is essential that those students who would like to pass the course must have attendance within the scope set by the seminar teacher and succeed in the colloquium.
