Course content
Attention will be focused mainly on the following key themes: 1. Procedures in public administration and their characteristics and types. Historical development of legal procedures for issuing administrative acts. Comparison between administrative proceedings and judicial (civil) proceedings. Structure of the Code of Administrative Procedure. Definition of the scope of the Code of Administrative Procedure. 2. Basic principles of the activities of the administrative authorities. 3. Administrative procedure I .: Concept of administrative procedure, principles of administrative proceedings, administrative authorities - jurisdiction, officials, collegial administrative authorities. 4. Administrative Procedure II: Participants in the administrative procedure and other subjects of administrative proceedings, definition, eligibility, representation, rights and obligations, acts of participants.. 5. Administrative procedure III .: Management of administrative proceedings, acting of administrative authorities, deadlines and counting of time. Initiation of proceedings. 6. Administrative proceedings IV .: Proceedings at first instance. 7. Administrative proceedings V .: Special types of proceedings under the Administrative Procedure Code. Protection against inactivity. 8. Administrative procedure VI .: Decision. 9. Administrative procedure VII .: Remedial and supervisory means in administrative proceedings. 10. Further procedures in public administration. 11. Administrative procedure according to special laws I. - Proceedings for misdemeanors. 12. Administrative proceedings under special laws II. - proceedings under the Building Act, expropriation proceedings.

Learning outcomes
Attention is paid to the individual procedures of the realization of public administration. It is not just a classic administrative procedure, although it is the most typical procedure, and therefore the greatest attention is paid to it, but also to other procedures, for example, the issuing of measures of a general nature or concluding of public contracts. At the same time, the course is focused not only on general administrative proceedings, but also on special types of administrative proceedings (with emphasis on the procedure under the Building Act and the Act on Liability for Offenses and the Procedure on Offenses). The interpretation is based not only on the legal regulation of the Czech Republic but also takes into account, of course, all relevant international legal requirements and aspects, as well as the relevant case-law and the interpretation of administrative doctrine.
Upon completion of the course the student acquires knowledge of the basic concepts and institutes of administrative procedural law, above all the issue of conducting proper and lawful administrative proceedings, as well as other procedures and processes by which the realization of public administration is performed in the Czech Republic. At the same time, the student gains knowledge and skills through practical seminar lessons in order to the position of an administrative body, so he will be able to lead administrative proceedings, possibly implement another administrative procedure or in the status of the party to the proceedings or the person concerned or their representative he learnes how to effectively apply, and defend their rights.
Prerequisites
Completion of this course is not conditional upon completion of any other course.

Assessment methods and criteria
Mark

Written form of continuous validation of study results: theoretical verification knowledge of the student in the form of continuous theoretical tests, verification of ability of practical application of acquired knowledge in the form of a solution of a written test concentrated on solution of cases. Furthermore, the obligatory attendance at the seminar is appropriate, requirements arising from the UP's internal regulations. Final examination of knowledge of the subject matter by oral exam.
