Course content
Guarantees of legal public administration - general introduction. Damage liability within public administration. Right to information within public administration. Ombudsperson. Supreme Audit Office. Parliament supervision of the public administration. Judicial supervision of public administration. Administrative justice. Protection of individuals´rights within public administration. Fair process. European administrative law.

Learning outcomes
The course deals with situations when public administration is under supervision and with the legal guarantees of civil rights. The principles of constitutionality and legality are essential values and norms of democracy, including the rule of law. The course provides with detailed knowledge of particular legal gurantees of civil rights (such as petitions, complaints right to information etc.), which are to be applied when public administration authorities act illegally (illegal inactivity, illegal regualtions by public administration, illegal decisions by public administration etc.). The course also deals with situations when public administration is under supervision of public authorities (such as Supreme Audit Office, Parliament, Constitutional Court and administrative courts). The subject innovation has been supported by the project Support of Interdisciplinary studies and Study Programmes Innovations at Palacký University in Olomouc, CZ.1.07/2.2.00/28.0091.
Students who have completed this course will gain the knowledge of guarantees of civic rights and will gain competence to practise "good administration".
Prerequisites
Completion of this course is not conditional upon completion of other courses.
