Course content
1. Administrative practise: Forms of administrative practise. Development of the legal regulation of administrative proceedings. A comparison between administrative proceedings and civil procedure. Subject-matter of the Administrative Code. 2. Fundamental principles of administrative practise. 3. Administrative practise I.: Principles of administrative proceedings. Administrative authorities and their jurisdiction, officials, exclusion from considering and deciding a case, collegiate bodies. 4. Administrative proceedings II.: Participants in administrative proceedings, procedural capacity, representation, acts of participants, authorities concerned. 5. Administrative proceedings III.: Conducting proceedings and acts carried out by administrative authorities, time-limits and computation of time, commencement of proceedings,practise before the commencement of proceedings. commencement of proceedings. 6. Administrative proceedings IV.: First-instance proceedings (commencement of proceedings, oral hearing, evidence, ensuring the purpose and course of proceedings). Suspension and discontinuance of proceedings. 7. Administrative proceedings V.:Special practise in certain proceedings. Commencement of proceedings, 8. Administrative proceedings VI.: Decision (content and form of decision, notification of a decision, legal effect and enforcement of a decision, nullity of a decision, a new decision, execution). 9. Administrative proceedings VII.: Administrative decision (in a real case) 10. Administrative proceedings VIII.: Appeal, remonstrance, protest, objections, new proceedings upon the request of a participant. Review proceedings, declaration of nullity of a decision, instruments for removal of failure to act. 11.Other practises (administrative contracts, general measures, other practices) 12. Special administrative proceedings - administrative proceedings related administrative delicts 13. Special administrative proceedings - administrative proceedings in building law, expropriation proceedings.

Learning outcomes
The course Administrative law 3 follows Administrative law 1 and Administrative law 2 and it deals with administrative proceedings. It analyses administrative proceedings from the historical view as well as from the view of the current legal regulation. It focuses on the proceedings and institutions regulated by the Administrative Code including administrative contracts and measures of general application. It also deals with some special types of administrative proceedings with the focus on building administrative proceedings and administrative proceedings on administrative infractions. The issue is presented in connection with legislation, doctrine and case law (Czech and European). In terms of resources and depth of the curriculum, knowledge verification is a qualitatively more demanding study than similar subjects taught within the bachelor's program. The subject innovation has been supported by the project Support of Interdisciplinary studies and Study Programmes Innovations at Palacký University in Olomouc, CZ.1.07/2.2.00/28.0091.
Students who have completed this course will gain the knowledge and skills to conduct administrative proceedings as an official of an administrative authority or to successfully represent an individual in administrative proceedings.
