Course content
1. Public administration - basic terms. Development of public administration in bohemian countries. 2. Administrative law. European administrative law. 3. Sources of the administrative law I.: Constitution and constitutional laws, international treaties, laws, other regulations. Statutory regulations, administrative law in acquis communitaire, judicature of the Constitutional Court and of administrative courts, other sources of the administrative law. 4. Forms of administrative actions I.: Administrative rule-making. 5. Forms of administrative actions II.: Decisions. 6. Forms of administrative actions III. Measures of general application, public administration contracts, immediate interventions, factual actions and other forms of administrative actions. 7. Organization of public administration I. Organizational principles. Constitutional and legal bases of the organization of the public administration. Legal personality of holders and performers of public powers and acts. Public corporation. Administrative authority. Government. 8. Organization of public administration II. Ministries, other central administrative authorities and other administrative authorities with statewide competence. 9. Self-government I: introduction. 10. Self-government II: municipalities. 11. Self-government III: Regions. 12. Professional authonomy.

Learning outcomes
The course Administrative Law is divided into 4 semesters. Administrative Law 1 introduces to the study of Administrative Law. It provides information about general institutions of the Administrative Law. The course explains general terms. Then it deals with the development of the public administration in bohemian countries. It also deals with the features of the public administration and its organization and with the features of the administrative law including its sources. Then the form of administrative actions will be analysed. The course comprises an introduction to the topic of self-government too. The issue is presented in connection with legislation, doctrine and case law (Czech and European). In terms of resources and depth of the curriculum, knowledge verification is a qualitatively more demanding study than similar subjects taught within the bachelor's program. The subject innovation has been supported by the project Support of Interdisciplinary studies and Study Programmes Innovations at Palacký University in Olomouc, CZ.1.07/2.2.00/28.0091.
Students who have completed this course will gain the knowledge of general legal regulation that is necessary to understand functioning of public administration and for studying in the following part of the course Administrative Law.

Completion of this course is not conditional upon completion of other courses.
