Course content
1. Introduction to the comparative administrative law. 2. Organization of public administration. 3. Self-government 4. Forms of administrative action. 5. Administrative procedure I. 6. Administrative procedure II. 7. Administrative criminal law. 8. Control of public administration. 9. Right to information. 10. Administrative justice. 11. Influence of the Council of Europe and the EU upon the national administrative law. 12. European administrative law.

Learning outcomes
The main aim of the course is to analyze the Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters and the implementing legislation on EU and national level and to compare the national specifics and obstacles encountered in the implementation of the Aarhus Convention in the EU Member States. The students will study the Aarhus Convention on practical cases and in the relevance to their country´s national legislation. The Comparative Administrative Law is intended for the students interested in studying environmental law as well as for those interested in administrative law and procedure. The course is closely connected to the course International and European Environmental Law. The Comparative Administrative Law offers an in-depth study of the topic of public participation in environmental protection from the procedural perspective. The course is taught in English.
In this course the students will gain the basic overview of the selected administrative law instruments and procedures and acquire the basics of legal comparing.
Prerequisites
Completion of this course does not require the completion of any other courses.
