Course content
Seminar topics: 1. Ethics - concept, history, breakdown. Morality. Good news. 2. Ethical Codes in Public Administration and Their Legal Obligations - Overview in the Czech Republic, EU, Council of Europe. 3. Selected Codes (eg Code of Good Administrative Behavior, Model Code of Conduct for Clerks) - principles, principles, analysis selected provisions. 4. Code of Ethics for Officials and Public Administration Employees. Principles, principles. Other Codes (eg Employee Ethics Code Office of the Government of the Czech Republic, Code of Ethics of CSSA employees). The position of an official in public administration. 5. Ethical codes in selected European countries (Slovakia, Germany). Overview, comparison with legal regulations in the Czech Republic. 6. Ethics and Corruption - the Basis of Solving Conflict Situations, Practical Examples.

Learning outcomes
The subject focuses on often neglected issues of ethical behavior of employees in public administration. The goal is to acquaint students with the basic concepts of ethics and morality in the context of employment in public administration. Students will become acquainted with codes of conduct governing ethics in an active way, with an emphasis on how to maintain potential conflict situations that are happening in practice. Employees in public administration will be confronted with ethics daily, and hence the benefit of the subject is a reminder of the duty to observe the basic principles of ethical behavior. After passing the subject the student will get an overview of the ethical behavior of an official, employee in public administration. Student will be able to resolve conflict situations while adhering to ethical rules. He / she will be able to orient himself in the legislation dealing with the status of an employee in public administration and with regard to compliance with ethical rules of conduct.
After completing the course, the student will get an overview of the ethical behavior of an official, an employee in public administration. Student will be able to resolve conflict situations while adhering to ethical rules. Student will be able to focus on legislation on employee status in public administration as well as on ethical behavioral rules.
Prerequisites
The completion of this course is not conditioned upon completion of any other courses.
