Course content
1. Philosophical bases of public health ethics (Socrates, Plato, Aristotle and Hippocrates); 2. The fundamental historical roots of the contemporary ethics of the Euro-American culture - Judaism and Christianity; 3. Moral principles in Islam, Buddhism, Taoism, Hinduism; 4. Moral preconception and human nature, basic ethical conditions; 5. Ethical dilemma and ethical problem; 6. Ethical principles of a fundamental decision; 7. Ethical principles of process; 8. Applied ethics and professional ethics - ethics in public health; 9. Ethical codes in health care; 10. Principles of distributed justice as the basis of health care systems; 11. Ethical theories: deontology and consequentialism; 12. Principles of solidarity intragenerative, intergenerational in health management; 13. General welfare, subsidiarity and participation in the organization of health care; 14. Ethics of the health manager; 15. Ethics of population research, ethics commission of ministry of health of the CR; 16. Basic ethical dilemmas in healthcare management; 17. Basic ethical dilemmas in public health; 18. Current ethical problems of health policy in the CR.

Learning outcomes
The subject Ethics in Public Health is based on a general philosophical basis of ethics, anchored in the system of scientific disciplines as part of practical philosophy. Draws attention to the importance of individual freedom from ethical decisions, the need to respect ethical conventions and obligations in a particular society, occupations, and conditions that make a person morally responsible. It specifies the historical moral roots of the Euro-American civilization (Judaism, Antiquity, Christianity) and compares them with others (Islam, Buddhism, Taoism), the development of ethical thinking from the Code of Hammurabi to the postmodern philosophical directions. It emphasizes interconnectedness with ethical medical and direct relationship with ethical health. It dictates the importance of the ethical principles of the fundamental decision and the related procedural principles. It explains the creation of ethical standards (codes) and their distinction from legal norms. It clarifies in detail the principle of justice, especially distributive justice, especially for institutions and especially for individuals, and explains the difference in equitable, libertarian, utilitarian and cummunitarian justice. It presents its influence on the type of solidarity in relation to the system of health care and health policy, describes the principle of subsidiarity. It discusses the ethics of managerial decisions in health care, ethics of health care management and organization, ethics of population research and the importance of ethics committees in the Czech Republic, introduces the most important codes of ethics in health care. It shows the potential impacts on society on the ethical dilemmas of public health (vaccination, epidemic and pandemic measures, allocation of scarce resources, investment in health care, health care management).
The objective of Ethics is to explain and practice students the importance of moral values in the health care system. To convince students of the need to understand the implications of unethical professional decisions at the individual's levels, ultimately to the whole of society. Show students basic principles that help to make the right moral decisions in every life situation. Emphasize the importance of companies of selected justice for health and public health, describe the differences between health care in the US and in Europe and Canada. Familiarize them and practice with them ethical decision-making procedures in health care management, including support options or, conversely, barriers to correct decision-making. To inform students about ethical theories and consequences of their practical application in the organization and management of health care, including their application to public health programs. As a last topic, the students will discuss the conflict of interests in public health, its causes and consequences.

The analysis of the case study of selected ethical dilemma in relation to ethical principles, essays on ethical issues mentioned in the content of the discipline, qualitative research of ethical dilemmas in particular social groups.
