Learning outcomes
|
The course is strictly practice-oriented. It focuses on real-life situations faced by public administration officials, local government employees, and elected representatives. Teaching is delivered through interactive exercises, discussions, presentations, and simulations, with a strong emphasis on applying economic reasoning within the public sector. Students work with case studies and learn to formulate recommendations from both the perspective of a municipal economist and that of a political decision-maker. They design solutions to model crisis situations (such as floods, pandemics, or sudden budget deficits), analyze the impact of changes in local taxes on citizens' behavior and municipal revenues, assess the effects of property rights, prepare proposals to support entrepreneurship and the local economy, and respond to shortages in kindergarten capacity. The course also includes developing recommendations for improving administrative forms and official communications based on behavioral economics principles, as well as training in handling conflict situations, including dealing with rude or emotionally charged communication from the public or superiors.
